• (Transportation Law360) The Second Circuit on Monday upheld New York City's congestion pricing, rejecting two suburban counties' claims that Manhattan's congestion pricing tolls are discriminatory and unconstitutionally restrict motorists' right to travel. Separately, a Manhattan federal judge has tossed New York state Assemblyman Jake Blumencranz's lawsuit seeking to derail congestion pricing, saying the lawmaker lacks standing to sue, and his claims are moot anyway since the judge voided the U.S. Department of Transportation's attempt to purportedly terminate the program.

• FRA has extended the comment period deadline 30 days, to August 13, on the NPRMs to rescind the FRA Final Rules on certification of dispatchers and signal workers. Unions requested a 60-day extension. (2026-14160.pdf) FRA had earlier “paused” the Final Rules.

• It’s official: the House won’t hold a floor vote before August’s recess on the surface reauthorization bill, T&I Committee Chair Sam Graves (R-Mo.) told Politico this week.
