House GOP appropriators are proposing to fund the Department of Transportation (DOT) at $90.4 billion in total spending in fiscal 2025, a 7% cut from the fiscal 2024 enacted level, according to a summary released Wednesday by the House Appropriations Committee. FRA would receive $2.75 billion, or $212 million less, while the Federal Transit Administration (FTA) would get $15.3 billion, a $1.29 billion cut from the fiscal 2024 enacted level. Committee appropriators base the cut on discretionary grants that they feel duplicate money already provided by the 2021 infrastructure law. The summary says that it cut more than $430 million in what it calls “unauthorized Biden Administration initiatives,” for instance, eliminating the $25 million Thriving Communities Program, which is targeted toward “disadvantaged and under-resourced communities.” The measure also proposes to cut $10 million for an initiative to electrify the DOT's federal fleet and $100 million for the Federal-State Partnership for Intercity Passenger Rail, and highlights a prohibition on funds going toward California's high-speed rail program. Other details from the summary include: DOT would get $25.1 billion in discretionary funding,
$1.9 billion below the fiscal 2024 enacted level and $336 million less than what President Biden asked for in his
budget request. FRA would receive $2.75 billion, $212 million under the fiscal 2024 enacted level. That includes $288 million for safety and operations, a $20 million boost over the fiscal 2024 level. As part of the Consolidated Rail Infrastructure Safety Improvement (CRISI) program, the agency would
get $298 million, which includes $38.5 million in community project funding for 22 projects. Amtrak would get
$2.12 billion. FTA would get $15.3 billion, $1.29 billion below the fiscal 2024 enacted level. Community project funding projects would get $116 million for 119 transit infrastructure projects. Transportation Secretary Pete Buttigieg’s office would receive $807 million, $251 million below Biden’s
budget request.
